Honours and Non-official Justices of the Peace Selection Committee

The Honours and Non-official Justices of the Peace Selection Committee (the Selection Committee) is appointed to shortlist nominations of honours and awards, as well as nominations for appointment as Non-official Justices of the Peace (JPs), for recommendation to the Chief Executive. Recommendations for honours and awards and appointment of Non-official JPs are approved personally by the Chief Executive.

To ensure that recommendations for honours and awards are consistent, appropriate and in line with approved criteria, nominations from Directors of Bureaux and Heads of Departments (except for Long Service Medals for the disciplined services and the ICAC) are considered by the Selection Committee chaired by the Chief Secretary for Administration. The composition of the Selection Committee is as follows :


Two Sub-committees are set up to assist the Selection Committee. They are :

  1. the Minor Honours Sub-committee (Civil Servants), comprising
    • Secretary for the Civil Service (Chairman)
    • Permanent Secretary for the Civil Service
    • Deputy Secretary for Security (2)
    • Director of General Grades
    • Director of Protocol (Secretary)
  2. the Minor Honours Sub-committee (General Public), comprising
    • Director of Administration (Chairman)
    • Director of Home Affairs
    • Director of Social Welfare
    • Director-General of Trade and Industry
    • Deputy Secretary for Education (3)
    • Commissioner for Innovation and Technology
    • Director of Protocol (Secretary)
