Recommendations for honours and awards are approved personally by the Chief Executive. To ensure that recommendations are consistent, appropriate and in line with approved criteria, nominations from Bureau Secretaries and Heads of Department (except for Long Service Medals for the disciplined services and the ICAC) are considered by an Honours Committee chaired by the Chief Secretary for Administration. The composition of the Honours Committee is as follows :
